Health care reform has been a major initiative for the federal government for decades. On February 17, 2009, the Obama administration took a major step forward in reforming health care for all Americans when President Barack Obama signed into law the “American Recovery and Reinvestment Act of 2009” (ARRA), which includes the Health Information Technology for Economic and Clinical Health (HITECH).
The ARRA appropriates a total of $50 billion for health information technology over the next several years, with the main objective to develop a nationwide health IT network infrastructure that will connect health care providers, allowing them to do things such as electronically exchange health information through electronic format, e-prescribe medications, telemedicine, and generally improve the quality of health care for all Americans. This new health IT infrastructure should be developed by 2014, according to the Act.
While HIPPA (Health Insurance Portability and Accountability Act) continues to regulate fraud and abuse within health care by stipulating that medical records in the U.S. should be kept in secure, offsite locations, the total penetration of electronic health record systems among U.S. physicians is only about 20%. This represents a great opportunity for health care providers to take advantage of grants and financial incentives available to them under the new economic stimulus bill to put in place a revitalized network infrastructure that efficiently and economically delivers everything that electronic health automation promises to offer.
