As part of the Stimulus Plan, carriers are building networks designed to provide broadband services to homes, businesses, and anchor institutions in the “unserved” and “underserved” part of the United States. The same projects are also designed to create new jobs across the country, empower every American to compete in the global economy, and rebuild a vibrant economy that fulfills the primary objective of Stimulus Plan.

To achieve these objectives, carriers need to ensure that the networks are designed to deliver the bandwidth that will support voice, video, and other applications. It is also necessary that the middle mile networks have the ability to support last mile broadband services, and this needs to be done most efficiently and expeditiously.
