“We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together.”
President Barack Obama
From his inauguration speech, January 20, 2009
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law on February 17, 2009. The Broadband Initiatives funded in the Act are intended to accelerate broadband deployment across the United States. The Recovery Act authorizes the FCC to create a National Broadband Plan that “shall seek to ensure that all people of the United States have access to broadband capability and shall establish benchmarks for meeting that goal.”
The funds will be distributed in two rounds (down from the original three rounds). The first round of funding is heavily weighted toward rural connectivity, with RUS making available approximately $2.4 billion of grants and loans, and NTIA offering $1.6 billion. While the funding was originally going to be finalized by September 30, 2009, that period has been extended to February 2010.
While applicants await announcements of the recipients of funds for Phase I, some of the approximate $240 million in grants to assist states or their designees to develop state-specific data on the deployment levels and adoption rates of broadband services has already been granted (Read More at Broadband USA >>). These data, including publicly available state-wide broadband maps, will also be used to develop the comprehensive, interactive national broadband map that NTIA is required to create and make publicly available by the Recovery Act. The deadline for this exercise is February 17, 2011.
